Are you using boot USB medium or pxe?Is you virtual machine a Legacy BIOS or advanced UEFI system?
Did you download the winpe from https://sccmtspsi.com/sccmtspsi-downloads/?section=winpe-boot-images
have you checked boot device priority?
What hypervisor are you using?-
